What type of build for Netflix/HULU/VPN/Emulator

I currently have a Roku 3 running Netflix hulu vpn (Canada) and a Plex server to stream files from my PC. I am looking to build an HTPC to play files natively (so I don't need PC to be left on), watch netflix and possibly HULU and use a VPN (for that sweet US Netflix). I would also like to use it for emulators (NES, SNES, Genisis) with bluetooth controllers.

What type of build would I be looking for? I want something with lots of storage, low power consumption and heat generation (if possible). I need bluetooth support and Netflix/Hulu and VPN support. 1080p is all that's needed but future-proofing with 4k would be a nice bonus (not essential). Dolby 5.1 support is needed.

I like the idea of some kind of Raspberry Pi build but from my searches I'm not sure if there's native netflix support. Should I be looking at some kind of mini ITX system? Do I need windows or can linux be my jam (linux preferred but not required)?

What about software? Kodi was my first choice but is there something else I should be considering?

What about remotes? Is there a wifi/bluetooth/universal remote I should look at? Should I just go for an IR blaster?
